CCTV fiasco - Billions of pounds down the pan.

This what Det Ch Insp Mike Neville said about the CCTV system:

"Billions of pounds has been spent on kit, but no thought has gone into how the police are going to use the images and how they will be used in court. It's been an utter fiasco: only 3% of crimes were solved by CCTV. "There's no fear of CCTV. Why don't people fear it? [They think] the cameras are not working."
Some may argue that three per cent is better than nothing. I say: how many police officers would those billions have payed for? Typical Labour - throw money at it without any idea if it will work or not.

I think CCTV has only been rolled out so much so they can catch people parking illeagaly or in a bus lane or maybe even throwing a cigarette but onto the floor basically to catch the real criminals, not the muggers, hoodies, ans such like.
