It's part of a long English tradition in times of weakness called "Paying The Danegeld" or in this case, when British citizens go to Pakistan for weddings or IT training the Pakistani government promises to do a bit more than nothing to stop them being trained how to make bombs. I think we probably get a receipt for the money as well. It's also called paying the jizya.

India gets £800 million a year in aid from us so I suppose they are just keeping both sides happy.
The money is really being spent on the egos of our "development industry".
