Great advice... except that it's from 'A Pillar of Iron' (1965), a fictional account of the life of a Roman senator, by Taylor Caldwell.

Marcus Tullius Cicero's actual quote is... "The arrogance of officialdom should be tempered and controlled, and assistance to foreign hands should be curtailed, lest Rome fall."
