SGC Say - Do not send addicts that commit crime to prison.

It appears that the Sentencing Guidelines Council (SGC) advise that judges and magistrates take dependency on drugs, alcohol and gambling into account when punishing offenders. In other words - don't send them to prison even if they have committed a crime worthy of such punishment. I don't have time to write about this so here is a link.
